Ukraine to Create an Interactive Energy Independence Map

The Ministry of Recovery, Infrastructure, and Transport of Ukraine and the NGO “LUN Misto” have signed a memorandum of cooperation to launch and develop a digital project — an interactive Energy Independence Map. It is scheduled to launch before the start of the heating season.

The map will show whether residential buildings are equipped with alternative power sources — specifically, generators, inverters, and other backup power systems. However, the platform will not publish technical specifications or other sensitive data. Authorized representatives of homeowners’ associations or housing management companies will be able to contact the platform to clarify, change, or partially conceal information about their building.

This new digital tool is designed to help residents, tenants, and potential buyers assess a building’s readiness for the heating season and potential emergency power outages. The map will show which buildings already have a basic level of self-sufficiency thanks to measures implemented by homeowners’ associations, property managers, or developers.

Separately, the platform plans to publish information about state and local energy efficiency programs, compensation, and grant opportunities for installing energy-efficient equipment. This should help HOAs and property managers more quickly identify available funding mechanisms for the energy modernization of buildings.

After the launch, the partners plan to expand the platform’s functionality, involve homeowners’ associations and building managers in verifying information, and eventually scale the Energy Independence Map to other major cities in Ukraine.
