Ukraine Is Digitizing Vehicle Certification
Starting September 1, 2026, the electronic Registry of Vehicle Certificates will become fully operational in Ukraine. This digitization is expected to simplify document verification, reduce the risk of fraud, and bring the vehicle inspection system in line with EU standards.
Starting September 1, 2026, the Registry of Type Approval Certificates and Certificates of Conformity Issued by Manufacturers for Wheeled Vehicles and Equipment will become fully operational in Ukraine. The new system will transition the certification process from a paper-based format to a unified electronic registry.
The registry will consolidate information on certificates and provide access to it for vehicle manufacturers, certification bodies, and government agencies. This will enable the rapid verification of document authenticity, simplify procedures for vehicle owners, and reduce the risk of forgeries and other abuses.
The system is currently in a pilot phase. 33 vehicle manufacturers and 20 certification bodies have already joined the testing process. By August 31, Ukrtransbezpeka must enter information about all previously issued type-approval certificates into the Registry.
The next stage of digitization will begin September 27, 2026, when the new Technical Regulation on the Approval of the Design of Wheeled Vehicles, Their Components, and Equipment takes effect. It requires that new certificates be issued exclusively in electronic form and that they be mandatorily entered into the Registry. At the same time, previously issued paper documents will remain valid and will not require reissuance.
In parallel, Ukraine is working to align its vehicle inspection system with European regulations. In particular, there are plans for a gradual transition from certifying imported used vehicles prior to their first state registration to the mandatory technical inspection model applied in the EU.
The creation of the electronic Registry is being implemented by Ukrtransbezpeka in partnership with the Swiss-Ukrainian program EGAP, the Eastern Europe Foundation, the Ministry of Recovery, Infrastructure, and Transport of Ukraine, and the Ministry of Digital Transformation.
