Ukraine and the European Commission Have Begun Consultations on Funding for 2026–2027
Ukraine and the European Commission have begun a detailed assessment of the country’s budgetary and financial needs for 2026–2027. In the coming days and weeks, the parties will continue technical consultations to determine the required amount of funding and possible sources for securing it.
The issue was discussed by European Commissioner for Economic Affairs Valdis Dombrovskis and Ukrainian Prime Minister Serhiy Koretskyi. According to European Commission spokesperson Balázs Ujvári, the specific amount of additional financial needs has not yet been determined: first, the parties must establish a complete picture of Ukraine’s budgetary situation.
A separate topic of discussion was the implementation of reforms necessary to receive funding under the EU’s €90 billion loan program, as well as the preparation of Ukraine’s financial strategy for 2027. The European Commission plans to take into account the results of Ukraine’s consultations with the International Monetary Fund.
Ukraine and the EU also emphasized the need for increased support from other international partners — both for the state budget and for defense. The European Commission expects that by 2026, the total amount of support mobilized for Ukraine will reach $45 billion, of which $11.6 billion has already been provided. Further disbursements are expected in the coming weeks.
The issue of frozen Russian assets also remains on the EU’s agenda; however, the European Commission is currently focusing on implementing the financial support mechanisms for Ukraine that have already been agreed upon.
