Ministry of Defense to complete unfinished defensive structures

The Ukrainian Ministry of Defense has been granted the authority to take unfinished fortifications onto its books and complete their construction on its own. The new mechanism is intended to reduce the number of “long-delayed construction projects” in critical areas and accelerate the commissioning of defense facilities.

From now on, the Ministry of Defense of Ukraine can take over and complete the construction of defensive structures that have not been completed by the state customer. The Cabinet of Ministers of Ukraine has amended the relevant procedure.

This will allow for the elimination of “long-term construction projects” in critical areas of the front and consolidate the management of fortifications in the hands of the military.

If the state customer for the construction of a fortification structure cannot complete its construction, it may transfer the facility to the Ministry of Defense by sending a written notification with the following information:

• justification of the circumstances that make it impossible to complete the construction;

• design and executive documentation;

• acceptance certificates for completed construction work;

• a certificate of the cost of work and expenses.

The Ministry of Defense must notify the state customer of its decision within 10 days. Refusal is possible only in the absence of justification or the necessary documentation.

If agreed, the state customer must send a complete set of documents to the Ministry of Defense. After that, the defense agency forms a commission and, based on its decision, accepts the structure onto its balance sheet.

In this way, the Ministry of Defense will be able to independently complete the construction of critically important facilities in strategic areas. The timely commissioning of fortifications will minimize losses among military personnel.
