Kalush Plans to Build Modern Wastewater Treatment Facilities with Funding from a Private Investor
In Kalush, Ivano-Frankivsk Oblast, a project for new wastewater treatment facilities is being developed. A modular solution has been proposed for the community, which is expected to reduce construction time and costs, and a private investor plans to provide the funding.
The Recovery Agency, in collaboration with UNICEF, is working to implement modern wastewater treatment technologies in six pilot communities across Ukraine. Kalush is one of them; there, the centralized sewer system covers over 90% of the population, and nearly 24,000 customers use wastewater services.
European experts, together with local government representatives, analyzed the existing infrastructure and prepared a feasibility study for the construction of new facilities to replace the outdated ones.
For Kalush, they are proposing modular wastewater treatment facilities that can be scaled according to the community’s needs. Approximately 1.5 hectares are needed to accommodate them, whereas traditional wastewater treatment plants can occupy 13–15 hectares. An automated control system with remote monitoring capabilities is also planned.
The private company NOVA-KOS LLC plans to finance the design, construction, and subsequent operation of the facility. Thus, the project’s implementation will not require funding from the state or local budgets. The city council has already approved a draft cooperation agreement in the field of centralized wastewater treatment.
According to the Reconstruction Agency, the proposed technology is expected to achieve treatment levels that exceed current environmental standards in Ukraine and the EU. Currently, the parties are continuing to work out the technical, legal, and economic terms of the project’s implementation.
The project in Kalush could serve as an example of attracting private capital to modernize communities’ municipal infrastructure without direct budgetary funding.
