An agreement of mutual understanding has been signed on the construction of the M-15 Odessa–Reni motorway as part of the PREPARE project
As part of the PREPARE project, preparations have begun for the expansion of the M-15 Odesa–Reni highway. The project covers more than 300 km of road and includes the development of a feasibility study, an environmental impact assessment, and an investment justification.
The PREPARE (Preparing for Recovery and Reconstruction in Ukraine) grant project is being implemented with financial support from the World Bank. Its goal is to form a portfolio of well-designed projects that are ready for rapid implementation once funding is available, according to the Recovery Agency.
One of PREPARE's priorities is the implementation of the infrastructure project “Construction of the M-15 Odessa-Reni (to Bucharest) motorway.” To implement it, a cooperation agreement was signed with the participation of Marina Denisyuk, Deputy Minister of Community and Territorial Development of Ukraine.
Signatories: Serhiy Sukhomlyn, Head of the Agency for the Restoration and Development of Infrastructure of Ukraine; Niko Gachichiladze, Head of the Public-Private Partnership Agency; and Andriy Donchenko, Head of the Restoration Service in the Odesa region.
This marks the official start of preparations for the implementation of a large-scale infrastructure project in southern Ukraine. The actual construction requires lengthy preparation and significant resources, so the active phase of construction will only be possible after the war ends.
The reconstruction and new construction of facilities on the M-15 Odessa-Reni (to Bucharest) highway is one of the strategic national projects that is critical for Ukraine's security, economy, and European integration. It covers more than 300 km of road, dozens of bridges, overpasses, and bypasses.
The M-15 international highway connects Odesa with the city of Reni on the border with Romania. It is a key transport corridor in southern Ukraine and part of the European route E87. It is of strategic importance for logistics and exports, as well as foreign trade with the EU.
PREPARE helps to structure the preparation in stages, according to technical complexity, logistical needs, and the priority of the sections.
The program provides resources and expertise for developing a feasibility study, analyzing strategic alternatives, conducting an environmental impact assessment (ESIA), and justifying investments.
This helps avoid planning mistakes, optimize routing, reduce the risk of cost overruns, and ensure compliance with international standards.
