Ukrainian Government Simplifies Procedure for Cross-Border Waste Transport Approvals

The government has simplified the procedure for obtaining permits for the transboundary shipment of waste. The service will be provided through the waste management system within the “EcoSystem” platform.

The government has amended certain resolutions of the Cabinet of Ministers of Ukraine regarding waste management. The decision aims to simplify and standardize the procedure for providing administrative services related to the issuance or denial of a permit for the transboundary shipment of waste, according to the Ministry of Economy.

The need for these changes stems from the complexity of the current procedure, which took a significant amount of time to complete and created risks of failing to meet the deadlines specified in Part 8 of Article 43 of the Law of Ukraine “On Waste Management.”

The adopted act provides for the optimization of the mechanism for providing administrative services through the waste management information system operating within the Unified Environmental Platform “EcoSystem.” In particular, it defines the form of the opinion on the transboundary shipment of waste and the form of the decision to refuse to issue it, ensuring a uniform and transparent procedure for document processing.

Implementation of the act will enable business entities to receive opinions for the transboundary shipment of waste in a timely manner, in compliance with the deadlines established by law, through a standardized procedure that meets European standards.

In addition, the amendments bring a number of regulations in the field of waste management into compliance with current legislation and contribute to the further digitization of environmental administrative services.
