Transparent pricing: construction product codifier approved
Ukraine has approved the Construction Products Codifier — a unified digital reference guide for materials designed to streamline document flow, reduce errors, and increase transparency in construction pricing.
Reform of construction cost regulation under martial law continues. Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba signed an order approving the Construction Product Codifier.
Transparent pricing is the result of joint work between the Ministry of Community and Territorial Development and the Recovery Agency, which has been ongoing since spring.
The resolution provides for the introduction of the Construction Products Codifier, a single digital reference book that standardizes the names and characteristics of materials. From now on, the state, manufacturers, and contractors will work in a common system and have equal rights and opportunities. The use of uniform names and codes for construction products will speed up the preparation of documents, eliminate discrepancies in the names of materials, and minimize errors.
The update will take place gradually using the Unified State Electronic System in the Field of Construction (USESFC). From January 1, 2026, a significant number of old DSTU standards will become invalid. They will be replaced by European DSTU-EN standards, which are already reflected in the Codifier.
