The NBU began 2026 by updating financial market regulations. The main changes concern BankID, authentication, risk management, reporting, financial monitoring, and foreign exchange restrictions.

The most important regulatory innovations in January were: stricter identification requirements, improved reporting and risk management systems, and the easing of currency restrictions. This is evidenced by an analysis of regulatory changes by the NBU conducted by the Center for Economic Research and Forecasting “Financial Pulse.”

Although January was less active than December in terms of regulatory updates, the National Bank of Ukraine adopted a number of important documents.

In particular, at the beginning of 2026, the NBU updated the Regulations on the BankID system by Resolution of the Board No. 1. This was done in order to bring the provisions of the document into line with the requirements of the Law of Ukraine “On Electronic Identification and Electronic Trust Services” and Regulation (EU) No. 910/2014 of the European Parliament and of the Council.

Resolution No. 4 approved amendments to the Regulations on authentication and the use of strong authentication in the payment market.

Several documents aimed at easing currency restrictions were also adopted (Resolutions No. 2 and No. 3 of January 13, 2026, as well as Resolution No. 8 of January 22, 2026). Their purpose is to support Ukrainian businesses in the context of martial law and to stimulate the development of exports of domestic goods and services.

In addition, the NBU amended a number of regulatory acts on risk management in banks and banking groups (Resolution of the NBU Board No. 9 dated January 22, 2026). The changes are aimed at harmonizing the regulatory framework with the requirements introduced for ICAAP, ILAAP, and leverage ratio processes.

In order to bring the documents into line with the changes in legislation, a number of amendments to the Rules for the Organization of Statistical Reporting Submitted to the National Bank of Ukraine were also approved (Resolutions No. 6 and No. 10 dated January 22, 2026).

The regulator paid particular attention to financial monitoring: Resolution No. 11 amended the regulatory and legal acts on the formation of information exchange files in the field of financial monitoring, and Letter No. 25-0010/5439 provided recommendations to banks on financial monitoring of the activities of individual entrepreneurs.
