The Ministry of Finance Has Updated the Customs Digitalization Plan Through 2030

The Ministry of Finance of Ukraine has approved the updated Strategic Plan for the Digital Development of the State Customs Service Through 2030. The document outlines the main directions for the digital transformation of customs and the integration of Ukrainian IT systems with the customs systems of the European Union. The plan was approved by Ministry of Finance Order No. 406 dated July 27, 2026.

According to the Ministry of Finance of Ukraine, the strategy calls for the creation of new electronic systems for customs clearance of imports and exports, international transit, advance notification of the movement of goods, and centralized customs clearance in accordance with EU standards.

At the same time, the modernization of existing digital solutions will continue, specifically the Automated Customs Clearance System, the Risk Management System, and the “Single Window for International Trade” portal.

A separate focus of the strategy is changing approaches to the development of IT solutions. Before creating new systems, the relevant customs processes will be analyzed and optimized. New services will be built using a modular approach, which should simplify their updates, expansion, and integration without the need to completely replace existing infrastructure.

For businesses, the implementation of this plan should mean more e-services, less paper-based document flow, faster customs procedures, and easier interaction with government agencies. This is expected to promote the development of international trade and enhance the competitiveness of Ukrainian companies in the EU market.

For the government, digitization should ensure greater transparency and efficiency in the work of customs authorities, reduce bureaucratic burdens, and strengthen control over the movement of goods across the border.

As a result, the Ministry of Finance plans to transition from separate electronic services to a unified digital customs ecosystem integrated into the European Union’s customs area. The strategic plan was developed with the participation of specialists from the Ministry of Finance, experts from the European Commission, DG TAXUD, and the EU4PFM project.
