New state policy on the Ukrainian labor market – Government approves Employment Strategy until 2030
The government has approved the Employment Strategy through 2030, which sets new guidelines for state policy in the labor market. Among its goals are increasing employment by 2 million people, reducing unemployment, developing human capital, and aligning with EU standards.
The Cabinet of Ministers of Ukraine has approved the Employment Strategy for the period up to 2030, developed by the Ministry of Economy, Environment, and Agriculture of Ukraine. The document lays the foundations for a new state policy on the Ukrainian labor market, aimed at recovery, long-term stability, and economic growth, as well as preparation for EU membership, according to the Ministry of Economy.
The approval of the Strategy is a response to critical demographic and economic challenges, in particular:
• a sharp decline in population and labour market imbalances;
• high unemployment and, at the same time, a significant share of informal employment;
• a significant shortage of personnel in the labour market.
The Employment Strategy sets targets for 2030, including an increase in the number of employed persons by 2 million and a reduction in unemployment to 9.9%.
To achieve these indicators, the document outlines six key objectives of state policy in the field of employment, including:
• Ensuring the timely satisfaction of employers' demand for labor and the digital transformation of the labor market.
• Aligning the results of the education and vocational training system with the current and projected demand of employers.
• Ensuring socio-economic inclusion and removing barriers to employment.
• Promoting formal employment and ensuring decent wages.
• Strengthening the institutional capacity of the labor market.
• Harmonising the employment and occupational safety system with the EU acquis with a view to integrating Ukraine into the European Union labour market.
The Strategy will be implemented through the Operational Plan for 2026-2028, which sets out the main steps for the phased launch of initiatives and scaling up of changes in the labour market. It provides for a combination of digital solutions, training and retraining tools, inclusion measures, and formalization of employment. In the future, the Operational Plan will be updated and detailed in accordance with the progress of the Strategy's implementation, the emergence of new data, labor market needs, and resource capabilities.
The approval of the Strategy is part of Ukraine's commitments under the Ukraine Facility initiative and will serve as a guideline for the further adaptation of Ukrainian legislation to European Union standards in the field of labor and employment.
The implementation of the Employment Strategy will be one of the key instruments for economic recovery, human capital development, and increasing the country's resilience by 2030.
