Modernization and Rehabilitation: Ukraine Hosts First Meeting of the Water Supply and Sanitation Sectoral Working Group

Ukraine hosted the first meeting of the Water SWG—the sectoral working group on water supply and wastewater management—which will coordinate analytical and technical work to modernize and revitalize the sector.

The Water SWG is a standing consultative and advisory body under the Ministry of Community and Territorial Development of Ukraine.

The event was held in a hybrid format and brought together over 50 participants. Among them were the co-chairs of the Water SWG: Gaël Vessier, Ambassador Extraordinary and Plenipotentiary of France to Ukraine, and Nicolas Osbert, Director of Water, Sanitation, and Hygiene at UNICEF. Representatives of international financial institutions, bilateral donors, UN agencies, and relevant industry associations also participated.

During the meeting, Kostyantyn Kovalchuk presented the concept of regional resilience plans and their role in preparing for the coming winter and in the development of the water supply and sanitation sector as a whole.

Overall, the Water SWG is structured around six thematic subgroups – these will carry out the main analytical and technical work and translate strategic priorities into concrete recommendations and decisions.

The Water SWG will operate according to a structured annual calendar: the thematic subgroups will begin their work in April 2026, and plenary meetings will be held quarterly – in June, September, and December. Between meetings, the Secretariat will ensure continuous support and implementation of decisions.

Key expected outcomes of the subgroups’ work include recommendations for the Government, analytical reports and dashboards, thematic policy briefs, and reform roadmaps.
