Ministry for Development of Communities and Territories and JICA Agree on 2026 cooperation priorities – support for energy restoration and community resilience
The Ministry of Development and JICA have identified priorities for cooperation in 2026. The focus is on energy sector recovery, community resilience, railway modernization, construction equipment, and infrastructure projects.
A meeting with a delegation of the Japan International Cooperation Agency (JICA) was held at the Ministry for Development of Communities and Territories of Ukraine. The parties discussed ongoing grant assistance projects and identified strategic areas of cooperation for 2026.
The meeting was attended by First Deputy Minister for Development of Communities and Territories Alona Shkrum, Deputy Minister Maryna Denysiuk, as well as representatives of the JICA mission led by Naomichi Murooka, Deputy Director General of the Infrastructure Management Department, and Osamu Hattori, Chief Representative of the JICA Ukraine Office.
Maryna Denysiuk also summarised the current technical cooperation. In particular, the Japan-Ukraine Platform for Infrastructure Technologies for Recovery and Reconstruction (JUPITeR) is currently operating, within which remote construction technologies are being implemented in Ukraine.
The installation and transfer of heavy construction equipment for debris removal are expected in March 2026. The transfer of modular post offices to frontline regions, where stationary Ukrposhta branches have been damaged or destroyed, is scheduled for this spring.
Special attention was paid to energy-efficient solutions: the installation of heat pumps in educational institutions and at the Chernihiv Regional Hospital. The status of the implementation of the third phase of grant assistance was also discussed, under which rails are being supplied to modernise the capacities of Ukrzaliznytsia.
Projects aimed at preserving national memory were also discussed. Alona Shkrum presented the initiative «Digital Museum of the Unified Route of Memory» and the project to restore the Palace of Culture in Borodianka. The restored facility will become a modern Community and Memory Centre, where innovative museum solutions can be implemented with the support of Japanese partners and technologies.
