International Freight Transport: Ukrainian Carriers May Operate in Over 40 Countries by 2026

In 2026, Ukrainian trucking companies will be able to provide international freight transportation to more than 40 countries worldwide. A liberalized regime is in effect with 35 countries, eliminating the need for bilateral and transit permits.

The Ministry of Community and Territorial Development of Ukraine is consistently implementing a policy of liberalization of international freight transport and expanding Ukrainian carriers’ access to foreign markets.

As of today, Ukrainian road carriers can transport cargo to 35 countries under liberalization terms. This means that bilateral and transit permits are not required for such shipments. With some countries, liberalization also covers the possibility of shipments to and from third countries.

Specifically, without the need to obtain bilateral or transit permits, Ukrainian carriers can carry out freight transport to:

The European Union (27 countries)

Norway*

the United Kingdom*

Switzerland

Moldova

Georgia

Turkey

Montenegro

North Macedonia

*For vehicles meeting the Euro 5 environmental standard or higher.

With Montenegro, the United Kingdom, and Switzerland, transport to and from third countries can be carried out without permits.

Under the “transport visa-free” regime with the EU, the carrier must additionally have:

· an extract from the licensing database confirming the possession of a license for international road transport;

· an approved identification sticker on the vehicle in accordance with the Agreement with the EU;

· documents confirming the type of transport (CMR, waybills, declarations, bills of lading);

· a loading request – in the case of an empty vehicle.

Under the “transport visa-free” arrangement with Norway, the carrier must have a paper copy of the license extract on board the vehicle, as well as the truck’s environmental certificate.
