In 2025, publishers complied with the language law for the first time

According to data from the State Scientific Institution “Ivan Fedorov Book Chamber of Ukraine,” in 2025, among publishers listed in the State Register, not a single entity was found to have published more than 50% of its book titles in languages other than the state language. The State Committee for Television and Radio Broadcasting of Ukraine informed the Commissioner for the Protection of the State Language of this.

As a reminder: pursuant to Part 4 of Article 26 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language,” a publisher is required to publish in the state language no less than 50% of all book titles released by them during a calendar year.

This requirement does not apply to publications issued in the Crimean Tatar language, other languages of indigenous peoples or national minorities of Ukraine using state and/or local budget funds, as well as to publications in the languages of national minorities that are official languages of the European Union.

For comparison: according to the State Committee for Television and Radio Broadcasting, in 2024, 5 publishers released fewer than 50% of book titles in the state language; in 2023, 4; in 2022, 16; and in 2021, 105.

“The results for 2025 demonstrate the maturity of the Ukrainian book market: all publishers complied with legal requirements. It is significant that no violations of this regulation were recorded this year, whereas in previous periods such cases were not uncommon.

This proves that systematic work – state control measures combined with outreach activities – yields tangible results. The Ukrainian language is firmly establishing itself in book publishing, strengthening the national cultural space and guaranteeing citizens the right to high-quality Ukrainian-language products,” emphasized Commissioner Olena Ivanovska.
