35.2 billion UAH for the Implementation of Comprehensive Resilience Plans

The Cabinet of Ministers of Ukraine has allocated 35.2 billion UAH for the implementation of Comprehensive Resilience Plans for regions and individual cities. The funding will be directed toward protecting critical infrastructure, developing distributed generation, and ensuring the stable operation of heating, water supply, and wastewater systems amid ongoing Russian attacks.

The funds will be allocated to regional budgets, the Kyiv city budget, and the Recovery Agency. The funding is intended to strengthen the regions’ capacity to maintain key infrastructure, create additional reserve capacity, and reduce the risk of disruptions to basic services.

A significant portion of the funds is earmarked for frontline regions, where energy and utility facilities are regularly attacked and operate under heightened security risks.

Specifically, funding will be provided to the Kharkiv, Dnipropetrovsk, Zaporizhzhia, Sumy, and Chernihiv regions.

Key areas of focus include the physical protection of critical infrastructure facilities, the development of decentralized and distributed power generation, ensuring backup power sources for heating and water supply facilities, and enhancing the resilience of wastewater systems.

The implementation of the Comprehensive Resilience Plans is intended to ensure the continuous operation of critical systems in the regions and enhance their preparedness for potential infrastructure damage resulting from attacks.
