Ukraine and the Netherlands are developing a cyber partnership
Ukraine and the Netherlands are deepening their cooperation in the field of cybersecurity. The parties discussed the development of regional cybersecurity centers, collaboration with CERT-UA, and the creation of the CISO Campus educational platform.
Representatives from the Dutch Ministry of Foreign Affairs – Ernst Norman, Ambassador-at-Large for Cyber Security, and a staff member from the Ministry’s Security Policy Department – paid a visit to the State Special Communications Service.
At the Training Cyber Center of the State Cyber Protection Center of the State Special Communications Service and the national response team for cyber incidents, cyberattacks, and cyber threats (CERT-UA), the diplomats were briefed on the principles of operation and the results achieved by these units. The guests held talks with the leadership of the State Special Communications Service and department heads.
“This meeting marks another step toward strengthening cybersecurity not only in Ukraine but throughout Europe,” said Oleksandr Potii, Head of the State Special Communications Service, welcoming the delegation. “We are actively cooperating with our Dutch partners, particularly within the framework of the Tallinn Mechanism, focusing on cybersecurity.”
Promising areas for further partnership were presented to the Dutch representatives. An important topic of discussion was the development of the State Special Communications Service’s project to create a network of regional cybersecurity centers and their operational coordination with the national CERT-UA team.
The parties also reviewed other strategic projects, including the launch of “CISO Campus” – a national educational platform designed to train chief information security officers. They explored opportunities for relevant Dutch institutions to support this vital initiative.
Representatives of the Dutch Ministry of Foreign Affairs emphasized their readiness to share best practices in cybersecurity with their Ukrainian counterparts, while simultaneously studying and applying the unique experience gained by Ukraine. The meeting participants concluded that bilateral synergy is an integral part of strengthening the broader European security architecture.
It should be noted that Ukraine and the Netherlands operate within the framework of a system of bilateral security agreements. Specifically, in March 2025, an Agreement on Cooperation in the Field of Security was signed, and in May of the same year, a Memorandum of Understanding on the Protection of Critical Infrastructure was signed between the State Special Communications Service and the Ministry of Justice and Security of the Netherlands.
On November 27, 2025, Ukraine and the Netherlands held their first bilateral cyber dialogue in Warsaw.
