Over 38 million digital documents have been generated: how e-Sick Leave works in Ukraine

The e-Sick Leave service has been operating in Ukraine for five years now, replacing paper sick leave forms with digital documents. During this time, 45 million medical reports and over 38 million electronic sick leave forms have been issued through the ESOS system.

According to the Ministry of Health of Ukraine, Ukrainians have been using a digital medical service called electronic sick leave or e-Sick Leave for five years now. The service was launched in 2021. Since then, doctors have been issuing electronic medical certificates of temporary incapacity for work (MVTN) instead of paper sick leave certificates to patients who need sick leave due to illness. MVTNs are created in the electronic health care system (ESOZ) on the basis of electronic medical records.

Since the service began operating, 45 million TIFs have been entered into the EHS, which helps avoid paperwork and abuse. Based on these medical reports, more than 38 million e-sick leave certificates have been generated for Ukrainians.

These figures reflect the scale of the sick leave reform. Every year, more and more medical institutions, both public and private, are joining the ESOS. This opens up access to a convenient service for a greater number of patients, ensuring transparency of the process and leaving paper certificates in the past.
